Rope access mobilises faster than any other method of reaching a building's exterior. That advantage disappears if the crew arrives and spends the first two days looking for paperwork.
Here is what a prepared building looks like. None of it is difficult; most of it is a phone call and a folder.
This article summarises published guidance from OSHA, IRATA and SPRAT in plain language. It is not legal advice. Confirm current requirements with the standards themselves before relying on this for compliance.
1. Anchorage certification — the one that stops the job
This is the item that most often delays a start date, because most buildings do not have it and nobody realises until the contractor asks.
Under OSHA's general industry rule covering rope descent systems, the building owner must inform the employer in writing that the permanent anchorages have been inspected, tested, certified and maintained as capable of carrying the required load for each attached worker. The contractor is not permitted to begin rope descent work without that information in hand.
What to look for in your records:
- A written certification, not a verbal assurance from a previous contractor
- The date of the last inspection, and who performed it
- Whether it covers every anchorage the work will use, not a sample
- Whether it is still inside the recertification interval
If you cannot find it, assume it does not exist. Anchor inspection, testing and certification by a qualified party is its own short project — plan for it rather than discovering it.
2. Roof access and what is actually up there
The crew needs to see the roof before they quote, not on the morning of day one.
Have ready:
- How the roof is reached — which elevator, which stair, who holds the key, and whether access needs to be scheduled around building staff
- Photos of the parapet and any existing anchors, including close-ups of the fixings
- What else lives up there — mechanical equipment, satellite dishes, solar, cable runs. All of it affects where ropes can be rigged and where they cannot
- Whether the roof membrane has restrictions — some warranties are voided by point loads or foot traffic in certain areas
3. The ground below
Every rope access job needs a controlled zone underneath the work. On a South Florida tower that is rarely empty space.
Work out in advance:
- What is directly below each elevation — entrance, valet, pool deck, sidewalk, parking, retail frontage
- Which of those can be closed, at what hours, and who authorises it
- Whether any closure touches public right-of-way, because that may need a permit of its own
- Where the crew can park and stage equipment

4. Notifications, and who has to make them
Residents and tenants should hear about work on their elevation from building management, not from a technician appearing outside the bedroom window.
- Which units are on the affected elevations, floor by floor
- How much notice your governing documents or leases require
- Balcony use — whether residents need to clear furniture or plants, and by when
- Blinds and privacy — a single line in the notice prevents most of the complaints
5. Insurance and documentation, both directions
Ask for, and expect to be asked for:
- Certificate of insurance from the contractor, with the coverage and additional-insured wording your management company requires
- The rescue plan. Every rope access job should have one written before anyone goes over the edge. Ask what happens if a technician is incapacitated on rope
- Technician certifications and current logbooks — IRATA or SPRAT, with the Level 3 supervisor identified by name
- The method statement for the work: how they will rig, sequence and complete it
A contractor who has all of that ready is a contractor who has done this before.
What good preparation is actually worth
A building that has anchorage certification on file, roof photos, a decided access route and notifications drafted can usually go from first call to crew on rope in a fraction of the time of a building starting from zero. Nothing about the rope work changes. Everything about the calendar does.
And there is a second benefit that outlasts the job: once anchorage certification exists and roof documentation is on file, it is there for the next contractor, the next inspection and the next board.

Who is responsible for certifying the anchors — us or the contractor?
Under OSHA's rope descent system rule the obligation sits with the building owner, who must inform the employer in writing that the anchorages have been inspected, tested, certified and maintained. A contractor cannot certify your anchors on your behalf by starting work on them.
What if our building has no anchors at all?
Then anchor installation, testing and certification is a separate project that has to happen first. It is not something to sort out during the job. On some buildings temporary or alternative anchor arrangements are possible; that is an engineering decision, not a field decision.
How much notice do residents need?
Whatever your governing documents or leases require, plus enough practical time to clear balconies. Notice is management's job, not the contractor's, and doing it well removes most of the friction from the job.
Do we need a permit for rope access?
Rope access itself generally avoids the street-closure and crane permits that other methods require, which is much of its appeal. If your work requires closing public sidewalk or right-of-way below, that closure may need its own approval. Check with your local building department.
